It is normal to have 36 MB to 49 MB available. When originally it had 14.4 GB

Trash your windows and use linux!

windows can only "see" the fat partition.

If you wanna manage ext partition with windows, you have to use this: http://www.ext2fsd.com/

The J partition is the boot partition (fat), than you have to add the mount point for the ext partition (from "show properties" or f6), ex. K

If you want to access ext partitions under windows, you can use
https://www.paragon-software.com/home/extfs-windows/
It works great.

J is you fat partition, under it seems that your disk has not ext partition :(
